City Profile
Located in Melbourne's inner east, Stonnington covers an area of 25.62 square kilometres. Taking in the suburbs of Prahran, Windsor, South Yarra, Toorak, Armadale, Malvern, Malvern East, Glen Iris and Kooyong, Stonnington has an economically and culturally diverse population of 89,883.
The housing stock alone, ranging from some of Melbourne's finest mansions to large blocks of public housing, is just one obvious indication of the community's contrasting lifestyles, aspirations and expectations.
Stonnington boasts world class shopping precincts such as Chapel Street, Toorak Road, High Street and Glenferrie Road and is also home to Chadstone Shopping Centre, Victoria's premier regional shopping centre.
The City has a variety of parks, gardens and open space including Victoria Gardens, Central Park, the Glen Iris Wetlands and the Urban Forest. The range of recreation facilities on offer includes the Malvern Valley Golf Club, two aquatic centres, numerous tennis centres and a myriad of bicycle paths.
Council's recreation and cultural centre, Chapel Off Chapel, provides the city with a dynamic arts, recreation and tourism focus.

Provision of Security Patrols and related Services for Council Owned Buildings
Southern Cross Protection is proud of our long association and service we provide to Councils across Australia, on the 14th of April 2010, we were awarded the above contract which included mobile patrols (both fixed and random), lock-up services, escorts, alarm response, alarm monitoring, electronic maintenance and recoding and security strategy consulting services for a period of 3 years.
Southern Cross Protection was chosen on the set criteria which looked at “resources, quality management methodology, customer service methodology, business experience/stability; commitment to continuous improvement, occupational health and safety; price and references”.
Implementation Program
At Southern Cross Protection, we believe that a successful tender or bid for a contract is just the very beginning of any relationship. However, being successful at winning a contract and being successful at servicing a contract are two totally different skill sets. Understanding these differences plays an extremely important role throughout the servicing of a contract and at Southern Cross Protection; we ensure that we deliver on our promises through a thorough understanding of the needs of the City of Stonnington.
Through this understanding of the needs of the City of Stonnington, we were able to produce an implementation program specifically designed to take into account the:
- Requirements in the Request for Tender (RFT);
- Terms and Conditions of the RFT;
- Cultural, Nature and Diversity of the City;
- The Values and Ethics of the City;
- Our Key Deliverables that were a result of the understanding of the above;
- Our Recommendations through the RFT process;
- Agreed upon timeframes (Start date – 1st June 2010);
- Agreed upon variances (where applicable)
Step 1:
Initially, the Implementation program was discussed during a formal meeting where both the COS and SXP had agreed on the timeframe, services, requirements of both COS and SXP and confirmed the availability of resources from both organisations as project managers.
Step 2:
Once the above meeting had occurred we (SXP) produced an implementation plan (program) inclusive of a working Gant chart (spreadsheet) with the key deliverables, the expected completion times and the person/s responsible. The primary document lists additional information such as timeframes for contract cancellations, the requirement for co-ordination of existing suppliers, the provision of contractual documentation for both parties to progress.
Step 3:
Formalisation of Step 2. In essence, once the documents had been drafted, we had a further meeting to discuss the implementation program and to formalise this. As such, this set out clear timeframes and responsibilities for who was to do what, and by what time it was to be completed.
Step 4:
Implementation of the pre-start-date portion of the program. Essentially this, in the case of COS, was at start, a fact-find mission of sorts to determine their current systems and assets related to security as no such list existed. Through this process it was also a requirement to be in contact with the three other monitoring and security services companies whom had been the service provider tot he COS for many years prior.

Onesteel is one of Australia’s largest integrated global steel and finished steel metal manufacturing and distribution organisations, operating across Australia, in the Asia Pacific and the United States. Southern Cross Protection’s end to end security service solution and implementation to Onesteel includes: Full security and risk assessments; Physical guarding at nominated sites and security patrol services at the other sites, depending on each site profile; Provision and maintenance of tailored electronic security surveillance and alarm systems; After hours Alarm System Monitoring with a National Operations Centre and a national monitoring centre; Armed hold up, certificate credited training for key nominated staff, providing practical industry best practice approach to direct security situations. Southern Cross understands that each client may have differing requirements and works within the clients’ structure and their desired outcomes. For Onesteel Recycling and their nine NSW branches, we have provided improved security and management outcomes, while delivering greater efficiency and cost savings.
